In 2002 the United States Federal Communications Commission (FCC) recognized the urgent need to provide public safety agencies across the USA with spectrum rights on a geographic basis.
These dedicated spectrum rights would be used by public safety agencies and municipalities for the creation of temporary and permanent, mission critical, multi-use public safety networks operating in the 4.9GHz band.
By 2Q03, the 4.9GHz band was officially allocated by the FCC for the exclusive use of public safety agencies across the USA.
As of July 2006, more than 800 4.9GHz licenses have been granted across the USA for use by public safety agencies.

Municipalities and public safety agencies can now create converged wireless networks serving different user groups on common wireless infrastructure. The user groups are able to be separated at the link layer (using different, dedicated spectrum) or virtually (using VPNs and VAPs), as well as being differentiated from a security and quality of service perspective.
